Κατά τη διάρκεια της ακρόασης ο ευρωβουλευτές εξέφρασαν την έντονη ανησυχία τους για το αμφιλεγόμενο θέμα των στοχευμένων επιθέσεων και απαίτησαν την έναρξη διαλόγου σε διεθνές επίπεδο σχετικά με τη νομική προέκταση της χρήσης των μη επανδρωμένων σκαφών καθώς και τη θέσπιση παγκόσμιων κανόνων.
Σύμφωνα με τους ειδικούς, η ραγδαία εξέλιξη της τεχνολογίας αλλάζει τη φύση των ένοπλων συγκρούσεων, καθιστώντας αναγκαία την διεξοδική επανεξέταση των διεθνών κανόνων και διαδικασιών.
''Η ΕΕ είναι ο κατάλληλος φορέας για να δώσει ώθηση σε μια παγκόσμια συζήτηση γύρω από τη χρήση των μη επανδρωμένων εναέριων οχημάτων'' δήλωσε ο Δρ. Nils Melzer του Geneva Centre for Security Policy
Πάντως, οι ειδικοί συμφώνησαν πως η σιωπηλή συναίνεση της παγκόσμιας κοινότητας προς την πολιτική που ακολουθούν οι ΗΠΑ στο θέμα δεν διευκολύνει τη δημιουργία διεθνών κοινών προτύπων.
- Οι ΗΠΑ έχουν ήδη κάνει χρήση τέτοιων αεροσκαφών σε 250 επιθέσεις στο Πακιστάν και σε τουλάχιστον 50 στην Υεμένη, που δεν είναι εμπόλεμες ζώνες, όπως επεσήμανε ο Camille Grand, διευθυντής του Ινστιτούτου Στρατηγικής έρευνας στο Παρίσι.
Γενικότερα πάντως, τα μη επανδρωμένα σκάφη παίζουν καταλυτικό παράγοντα στις σύγχρονες συγκρούσεις και είναι ενδεικτικό ότι όπως ανέφερε τουλάχιστον 76 χώρες προσπαθούν σήμερα να αποκτήσουν πρόσβαση στη σχετική τεχνολογία.

"Η ΕΕ έχει τη δύναμη να πολεμήσει για την επιβολή του διεθνούς δικαίου", τόνισε η Σάρα Λάντφορντ (Φιλελεύθεροι, Βρετανία) ενώ η Πορτογαλίδα Ανα Γκόμες των Σοσιαλιστών, τόνισε ότι πρέπει αντίστοιχη συζήτηση να οργανωθεί με τους "Αμερικανούς συναδέλφους μας για να τους κάνουμε να καταλάβουν τις συνέπειες αυτής τηε εξοργιστικής πολιτικής".
Από την πλευρά του, ο Βρετανός Τσαρλς Τάνοκ, των Ευρωπαίων Συντηρητικών και Μεταρρυθμιστών (ΕΣΜ) σημείωσε ότι χρειάζεται μια νέα νομοθετική προσέγγιση καθώς πράγματι η υφιστάμενη νομοθεσία δεν το καλύπτει.
Τόνισε όμως ότι "είναι εξαιρετικά πολύπλοκο θέμα" και σημείωσε ειδικά για την περίπτωση του Πακιστάν, "τι θα συμβεί αν οι τρομοκράτες επικρατήσουν και πάρουν στα χέρια τους τα πυρηνικά; Αυτά είναι τα τρομερά διλήμματα που έχουν να αντιμετωπίσουν οι ΗΠΑ και αυτός είναι ίσως ο λόγος για τον οποίο υποχρεώνονται να καταφύγουν σε τέτοιες μεθόδους".

Arrestadas 30 personas en EE.UU. por protestar contra el uso de drones....
ReplyDeleteAl menos 30 personas fueron detenidas, entre domingo y lunes, en las afueras de la estadounidense Base Aérea de Hancock, en Syracuse, estado de Nueva York (este), por protestas pacíficamente contra el uso de aviones no tripulados, tanto dentro del país, como también en naciones de África y Medio Oriente.
Las detenciones se produjeron al final de una serie de talleres y reuniones celebradas el pasado fin de semana, organizadas por colectivos sociales que abogan por poner fin al uso de drones y acabar con las guerras emprendidas por su país en el resto del mundo.
Alrededor de 300 personas se concentraron en el lugar para mostrar su rechazo a la matanza de civiles inocentes, como consecuencia de los bombardeos y ataques perpetrados por los drones, un hecho que, recordaron, “va en contra de la Constitución estadounidense”.
Los manifestantes golpeaban tambores, cantaban y llevaban falsos ataúdes, así como muchos llevaban la ropa llena de sangre artificial, como señal de protesta por los asesinatos emprendidos por Washington de manera premeditada.
La Policía local reportó que dieron una advertencia a los manifestantes que se acostaron en la vía, impidiendo la entrada y salida de vehículos dela base militar. Como las personas se negaron a desalojar el lugar, las autoridades procedieron a arrestarlas y llevarlas esposadas hasta la comandancia policial.
Los indignados trataron de entregar una acusación contra el presidente Barack Obama y de los militares y miembros del servicio de la base aérea de Hancock, por “crímenes de lesa humanidad”.
Entre los cargos imputados en contra de las autoridades estadounidenses, en la citada acusación, se encuentran crímenes como violaciones de la ley suprema del país, ejecuciones extrajudiciales, guerras de agresión, violación de la soberanía nacional y matanza de civiles inocentes.
Recientemente, otro grupo de activistas en Estados Unidos llamó a la Iglesia Católica a tomar una posición firme ante el uso de drones por parte de Washington.
Las incursiones de estos tipos de naves no tripuladas, criticadas por organismos internacionales, entre ellos la Organización de las Naciones Unidas (ONU), ponen en peligro la vida de los civiles en esas regiones del mundo.
El presidente Obama ha reconocido el uso de aviones no tripulados para perpetrar “asesinatos selectivos” contra ciudadanos -estadounidenses y extranjeros- considerados una amenaza para la seguridad nacional del país.
Naciones como Pakistán, Afganistán, Yemen y Somalía se encuentran entre las más afectadas por el uso de drones. Aunque Washington dice que los ataques van dirigidos contra presuntos terroristas, la mayoría de las víctimas son civiles, incluidas mujeres y niños.

Pakistan calls on the UN Security Council to make US stop drone attacks immediately...
ReplyDeletePakistan called on the UN Security Council to force the US to stop drone attacks within the country immediately, said Friday the Pakistani newspaper “DAWN”.
Masood Khan, permanent representative of Pakistan in the UN Security Council said in a statement-“The drone strikes violate our national sovereignty, international law, including human rights and humanitarian law, leading to loss of life and undermine our efforts to fight against terrorism. We call for an end to the attacks. There is an urgent need for talks to solve this problem.”
The Pakistani government has been condemning the attacks which have killed a number of civilians in the country. Pakistani Prime Minister Nawaz Sharif had called on the US in June to stop the strikes in northwest of Pakistan after a large number of civilians were killed as a result of the attacks.
In May this year, the High Court in the Pakistani city of Peshawar declared the drone attacks in the country to be "inhumane" and in violation of the international laws. The court further ordered the Pakistani Ministry of Foreign Affairs to put the issue before the UN for a resolution against the drone attacks.
On September 6th, a top leader of the Islamist group “Haqqani” was killed as a result of US drone strikes. On the same day, Pakistan's Foreign Ministry said that "unilateral drone strikes violate the sovereignty and territorial integrity of Pakistan".
According to the Pakistani government, these attacks are "counter-productive leading to the deaths of civilians, and greatly affects international relations."
According to the British non-profit organization "Bureau of Investigative journalism", as a result of drone attacks in Pakistan between 2004 and 2013, over 2600 to 3400 people have been killed, out of which 470 to 890 were civilians.
