Με μια αιφνίδια αλλαγή στάσης, ο αρχηγός του Εργατικού Κόμματος της αντιπολίτευσης Εντ Μίλιμπαντ, ανακοίνωσε, την Τετάρτη το βράδυ (28.08), ότι δεν πρόκειται να συναινέσει σε άμεση επίθεση εναντίον της Συρίας, αν προηγουμένως δεν κοινοποιηθεί το πόρισμα των επιθεωρητών του ΟΗΕ, οι οποίοι πραγματοποιούν επιτόπια έρευνα στην περιοχή όπου έλαβε χώρα η χρήση χημικών όπλων εναντίον αμάχων.
Ταυτόχρονα, ο κ. Μίλιμπαντ θέτει ως προαπαιτούμενο την έγκριση του Συμβουλίου Ασφαλείας, πράγμα εξαιρετικά δύσκολο, δεδομένης της άρνησης της Ρωσίας να εγκρίνει στρατιωτικά μέτρα κατά της Δαμασκού. Η μεταστροφή του ηγέτη των Εργατικών, μετά την πρώτη συναίνεση που παρείχε στην κυβέρνηση την Τρίτη (27.08), κρίθηκε απαραίτητη μετά την κρίση που ξέσπασε στο Εργατικό Κόμμα, με βουλευτές του να απειλούν ακόμη και με παραίτηση[3]. Εκ των πραγμάτων συνιστά μάλιστα «ράπισμα» και προς την Ουάσινγκτον και ιδιαίτερα προς μια κυβέρνηση των Δημοκρατικών, αδελφό κόμμα με τους Εργατικούς.
Σε υποχώρηση ο «οργισμένος» Κάμερον
Το αποτέλεσμα των τελευταίων εξελίξεων είναι η εικόνα ενός οργισμένου Ντέιβιντ Κάμερον, ο οποίος εξαναγκάζεται σε υποχώρηση. Για το λόγο αυτό στη σημερινή έκτακτη συνεδρίαση του Κοινοβουλίου, θα τεθεί προς ψήφιση μόνον η αναφορά του Συμβουλίου Εθνικής Ασφαλείας, το οποίο, την Τετάρτη καταδίκασε ομόφωνα την χρήση χημικών όπλων και ενέκρινε στρατιωτική δράση.
- Για κάτι τέτοιο όμως, θα απαιτηθεί δεύτερη ψηφοφορία στη Βουλή των Κοινοτήτων, η οποία θα πρέπει να αναμένεται την ερχόμενη Τρίτη (03.09). Και πάλι με αβέβαιο αποτέλεσμα, δεδομένης και της αντίδρασης τουλάχιστον 70 κυβερνητικών βουλευτών.
- Συνεπώς και η όποια στρατιωτική δράση αναβάλλεται για τα μέσα της ερχόμενης εβδομάδος, παρά τις απειλές της Ουάσινγκτον, ότι αν χρειαστεί θα προχωρήσει σε δράση ακόμη και μονομερώς.

No 100% certainty' on responsibility for Syria chemical attack - Cameron...
ReplyDeleteBritish Prime Minister David Cameron told parliament on Thursday that he was convinced the Syrian regime was behind a chemical weapons attack, but admitted there was no "100-percent certainty".
Opening a debate in the specially recalled House of Commons, Cameron told lawmakers that they had to "make a judgment".
British PM added that it was "unthinkable" that Britain would launch military action against Syria to punish and deter it from chemical weapons use if there was strong opposition at the United Nations Security Council.
"It would be unthinkable to proceed if there was overwhelming opposition in the (UN) security council," Cameron told parliament.

Syria crisis: David Cameron makes case for military action...
ReplyDeleteBritain could launch strikes against the Syrian regime without the backing of the United Nations, according to its own legal advice.
The advice states the legal basis for any such action would be "humanitarian intervention", even if permanent UN members Russia and China block it.
UK intelligence chiefs have told the PM it is "highly likely" the Syrian government was responsible for a chemical attack last week.
MPs are now debating the issue.
Opening the debate as the Commons was recalled, Prime Minister David Cameron said there was "no 100% certainty about who is responsible" for the attack in Syria, but told MPs "you have to make a judgment".

UK publishes legal backing for Syria strike...

Britain's government has published internal legal advice which it said showed it was legally entitled to take military action against Syria, even if the United Nations Security Council blocked such action.
It also published intelligence material on Thursday on last week's alleged chemical weapons attack in Syria, saying there was no doubt that such an attack had taken place.
The document is the latest sign that a coalition of Western countries, including the United States, France and the UK, are moving towards military action against Syria after the alleged attack. It was "highly likely" that the Syrian government was behind the attack, the document said.

ReplyDeleteΝομιμοποιημένη θεωρεί η Βρετανία μια επέμβαση στη Συρία ακόμα και αν δεν έχει την έγκριση του Συμβουλίου Ασφαλείας του ΟΗΕ, επικαλούμενη “το δόγμα της επέμβασης για ανθρωπιστικούς λόγους”.
Έτσι ερμηνεύει η κυβέρνηση Κάμερον το πόρισμα των νομικών της συμβούλων, όπως δήλωσε εκπρόσωπος της κυβέρνησης. Αυτή την ώρα στο κοινοβούλιο της Βρετανίας συζητείται η πρόταση Κάμερον για επέμβαση κατά της Δαμασκού ενώ η υπηρεσία πληροφοριών δείχνει ως "εξαιρετικά πιθανή" ευθύνη του Άσαντ για χρήση χημικών όπλων. Κάμερον: Ο Άσαντ πρέπει να προσαχθεί στο ΔΠΔ ...
ReplyDeleteΟ πρόεδρος της Συρίας Μπασάρ Άσαντ πρέπει να προσαχθεί στο Διεθνές Ποινικό Δικαστήριο και να λογοδοτήσει για τη χρήση χημικών όπλων στη Συρία, δήλωσε ο πρωθυπουργός της Βρετανίας στη βουλή σήμερα Πέμπτη.
«Πρέπει να προσαχθεί ενώπιον δικαστηρίου. Αλλά αυτή η διαδικασία απαιτεί χρόνο», - δήλωσε ο Κάμερον, απαντώντας σε ερώτηση ενός βουλευτή για την τύχη του Σύρου προέδρου.
Σήμερα Πέμπτη στη βουλή της Βρετανίας ξεκίνησε σύζητηση σχετικά με τη συμμετοχή της Βρετανίας σε σειρά χτυπημάτων στο συριακό έδαφος ως απάντηση για τη χρήση χημικών όπλων εκεί.

ReplyDeleteToute décision concernant la Syrie doit être prise après une étude circonstanciée des preuves confirmant l'utilisation d'armes chimiques, a déclaré jeudi le chef de l'opposition britannique Ed Miliband lors d'une réunion de la Chambre des Communes.
"Ce sont les témoignages qui doivent précéder la décision, et non vice versa", a indiqué M. Miliband. Il a dans le même temps souligné qu'il n'excluait pas la possibilité d'une opération militaire en Syrie.
"Les événements horribles qui se déroulent dans ce pays nous contraignent à envisager tous les scénarios", a conclu le chef des travaillistes britanniques.

Großbritannien drückt in der Frage eines möglichen Militärschlags in Syrien auf die Bremse: Auf Druck der Labour-Opposition und auch aus den eigenen Reihen musste Premierminister David Cameron am Donnerstag eine Abstimmungsvorlage im Parlament deutlich abmildern. Syrie : blocage à Londres pour une intervention militaire...
ReplyDeleteLe scénario d'une intervention militaire en Syrie a du plomb dans l'aile. Le Parlement britannique a rejeté, jeudi 29 août, une motion présentée par le Premier ministre David Cameron qui défendait le principe d'une action armée en Syrie. Tout s'est joué à 13 voix d'écart. David Cameron a assuré qu'il respecterait le vote des Parlementaires. "Il est clair que le Parlement britannique ne veut pas d'intervention militaire britannique. Je prends note et le gouvernement agira en conséquence", a-t-il aussitôt réagi.
Même si ce vote était non contraignant et si David Cameron peut théoriquement se passer du feu vert du Parlement pour ordonner une intervention en Syrie, il paraît politiquement difficile pour le Premier ministre d'aller à l'encontre la volonté de la représentation nationale. Il a d'aillers ajouté qu'il était "attaché au respect de la volonté de la Chambre des Communes".
Toujours pas de consensus à l'ONU
A New York, c'est encore l'impasse. Le Conseil de sécurité de l'ONU s'est à nouveau réuni jeudi soir sans parvenir à un accord pour une intervention contre le régime de Damas après l'utilisation d'armes chimiques. La réunion a duré à peine 45 minutes entre les Etats-Unis, Russie, Chine, Royaume-Uni et France, les cinq membres permanents du Conseil.
Mais le président américain Barack Obama a indiqué qu'il se réservait le droit d'agir seul, sans attendre l'ONU ou le Royaume-Uni. "Le président doit avant tout rendre des comptes aux Américains qui l'ont élu pour qu'il les protège. Et le président est fermement convaincu que les enjeux concernent des mesures nécessaires afin de protéger nos intérêts cruciaux de sécurité nationale", a expliqué le porte-parole adjoint de la présidence, Josh Earnest.

El Parlamento británico se ha negado a avalar el “principio” de una intervención militar en Siria que reclamaba David Cameron, frente al argumento del primer ministro de que existen pruebas “convincentes” sobre la implicación del régimen de Bachar el Asad en un ataque con armas químicas contra civiles el miércoles de la semana pasada en las afueras de Damasco. El primer ministro encajó una derrota con 285 votos en contra y 272 a favor.
Cameron dejó claro que había entendido el mensaje: “Les puedo asegurar que creo firmemente en la necesidad de responder con contundencia al uso de armas químicas, pero también creo en el respeto a la Cámara de los Comunes”, afirmó tras la derrota. “Me queda claro que el Parlamento, reflejando la voluntad popular, no quiere ver al Ejército británico en acción. Lo entiendo y actuaré en consecuencia”. David Cameron has definitively ruled out British involvement in any military action against Syria after the government lost a crucial vote in the House of Commons which was designed to help pave the way for a possible intervention.
In a devastating blow to his authority, the prime minister lost a government motion by 272 votes to 285 – an opposition majority of 13 – after dozens of Tory MPs joined forces with Labour. A tally of votes compiled by the Labour whips found that 30 Tory MPs rebelled. Ministers had thought they were secure after a Labour amendment was defeated, in the first vote of the night, by 332 votes to 220, a government majority of 112.
One MP shouted "resign" as the results were read out by the Speaker. Cameron said within minutes of the result that the government would respect the decision of parliament which means that Britain will not take part in military strikes against the regime of Bashar al-Assad.
Asked by Ed Miliband, the Labour leader, for an assurance that he would not use the royal prerogative to sanction British involvement in the proposed US-led military action, Cameron told MPs: "I can give that assurance. Let me say, the House has not voted for either motion tonight. I strongly believe in the need for a tough response to the use of chemical weapons, but I also believe in respecting the will of this House of Commons.
"It is very clear tonight that, while the House has not passed a motion, it is clear to me that the British parliament, reflecting the views of the British people, does not want to see British military action. UK defense minister: Britain won't take part in Syrian military action...
ReplyDeleteLONDON - British De fence Secretary Philip Hammond said on Thursday that Britain would not take part in any military action against Syria after the government unexpectedly lost a vital parliamentary vote on the issue.
"I hoped we would carry the argument but we understand there is a deep well of suspicion about involvement in the Middle East," Hammond told BBC TV's Newsnight program.
The United States, a key ally, would be disappointed that Britain "will not be involved," he added, but said: "I don't expect that the lack of British participation will stop any action."
