Αναφερόμενος στην επίθεση που φέρεται ότι έγινε με χημικά όπλα την
περασμένη εβδομάδα και κατά την οποία εκατοντάδες άμαχοι έχασαν τη ζωή
τους στα περίχωρα της Δαμασκού, ο Μπαν δήλωσε πως οι εικόνες από τη
σύγκρουση, η οποία διαρκεί ήδη περισσότερο από δύο χρόνια, "δεν μοιάζουν
με τίποτε απ' ό,τι έχουμε δει στον 21ο αιώνα".
"Είναι σημαντικό να τεκμηριώσουμε τα γεγονότα. Μια ερευνητική ομάδα του
ΟΗΕ βρίσκεται τώρα επί του πεδίου για να κάνει ακριβώς αυτό. Μόλις
μέρες μετά την επίθεση, έχουν συγκεντρώσει πολύτιμα δείγματα και έχουν
πάρει συνεντεύξεις από θύματα και αυτόπτες μάρτυρες. Η ομάδα χρειάζεται
χρόνο για να κάνει τη δουλειά της", τόνισε ο γενικός γραμματέας του ΟΗΕ.
Στο μεταξύ, στη Συρία, η ομάδα των επιθεωρητών του ΟΗΕ έφθασε την
Τετάρτη σε περιοχή που ελέγχουν οι αντιπολιτευόμενοι μαχητές, έξω από τη
Δαμασκό, όπως δήλωσαν ακτιβιστές της αντιπολίτευσης, και σύντομα θα
αρχίσει μια δεύτερη ημέρα έρευνας των τόπων στους οποίους φέρεται πως
πραγματοποιήθηκε η φονική χημική επίθεση.
"Έφθασαν στην πόλη Μαλέιχα και είναι τώρα με τους αντάρτες συνοδούς
τους, σύντομα θα κατευθυνθούν σε πόλεις στις οποίες πραγματοποιήθηκαν οι
επιθέσεις και θα αρχίσουν τις επιθεωρήσεις τους", δήλωσε ο ακτιβιστής
Σαλάμ Μοχάμεντ μιλώντας μέσω Skype.
Το Reuters σημειώνει πως, όσο οι επιθεωρητές παραμένουν στη Συρία, είναι απίθανο να γίνουν δυτικές επιθέσεις, δεδομένου του κινδύνου που θα δημιουργούνταν για την ασφάλεια της ομάδας.
Οι επιθεωρητές του ΟΗΕ κατευθύνθηκαν την Τετάρτη προς έναν από τους
τόπους της επίθεσης με χημικά όπλα, η οποία αποδίδεται στο συριακό
καθεστώς, αφού διέκοψαν χθες Τρίτη την αποστολή τους για λόγους
ασφαλείας, διαπίστωσε ένας φωτογράφος του Γαλλικού Πρακτορείου. Ο
φωτογράφος είδε τους επιθεωρητές, οι οποίοι έχουν τη βάση τους στη
Δαμασκό, να αναχωρούν με μια αυτοκινητοπομπή έξι οχημάτων του ΟΗΕ. Δεν
είναι γνωστό ακριβώς πού κατευθύνονται.
Η αξιωματούχος του ΟΗΕ αρμόδια για τον αφοπλισμό Άντζελα Κέιν και ο
σουηδός επικεφαλής των επιθεωρητών Όκε Σέλστρεμ χαιρέτισαν τους
επιθεωρητές στην είσοδο του ξενοδοχείου.
Οι επιθεωρητές του ΟΗΕ ερευνούν τη χημική επίθεση που, σύμφωνα με την
αντιπολίτευση, στοίχισε τη ζωή σε εκατοντάδες ανθρώπους στις 21
Αυγούστου στη Μουανταμίγιατ αλ-Σαμ και στην ανατολική Γούτα, δύο ζώνες
που ελέγχονται από τους αντάρτες στη δυτική και την ανατολική Δαμασκό.
Παρά τα πυρά που δέχθηκε η αυτοκινητοπομπή τους, οι επιθεωρητές
μετέβησαν τη Δευτέρα στη Μουανταμίγιατ αλ-Σαμ όπου πραγματοποίησαν,
σύμφωνα με τον ΟΗΕ, μια "παραγωγική" συλλογή αποδείξεων. Επρόκειτο να
συνεχίσουν χθες Τρίτη, όμως η αποστολή τους ανεστάλη για λόγους
ασφαλείας.

Gran Bretaña buscará hoy que el Consejo de Seguridad de la ONU legitime la guerra contra Siria...
ReplyDeleteEl Reino Unido presentará hoy una resolución ante el Consejo Nacional de Seguridad de Naciones Unidas (ONU) para que “autorice medidas necesarias para proteger a la población civil de armas químicas” en Siria.
Así lo anunció el primer ministro británico, David Cameron, quien instó a los otros miembros permanentes del órgano a asumir su responsabilidad en el conflicto, en un mensaje dirigido especialmente a Rusia y China que se oponen a una intervención militar.
“El Consejo tiene que encontrar la unidad para actuar, debe usar su autoridad para la paz”, comentó el líder conservador en Twitter.
“Siempre hemos dicho que queremos que el Consejo de Seguridad esté a la altura de sus responsabilidades en Siria. Hoy tiene la oportunidad de hacerlo”, añadió.
El órgano se reunirá hoy en Nueva York y el Reino Unido solicitará actuar para condenar el supuesto uso de armas químicas por parte de fuerzas del presidente sirio, Bashar Al Assad.

En una columna publicada hoy por el diario conservador The Daily Telegraph, el canciller británico William Hague también le pidió al Consejo que “cumpla con sus responsabilidades de condenar estos eventos y llamar a una robusta respuesta internacional”.
“Todos los intentos anteriores para que el Consejo actúe fueron bloqueados y no podemos permitir que la parálisis diplomática se convierta en un escudo para los responsables de los crímenes”, añadió.
El Reino Unido adelantó ayer que está preparando “un plan de contingencia” para una intervención militar en Siria.

Ban Ki-moon pidió tiempo para investigar antes de lanzar una ofensiva...

Ante un inminente ataque de EE.UU. y sus aliados a Siria, el secretario general de las Naciones Unidas, Ban Ki-moon, hizo hoy un llamamiento a resolver el conflicto por la vía diplomática en lugar de la militar y pidió tiempo para que los inspectores de la ONU que estudian el supuesto uso de armas químicas puedan terminar su trabajo.
"Demos una oportunidad a la paz, demos una oportunidad a la diplomacia", dijo Ban en La Haya, donde está con motivo de la celebración del primer centenario de la apertura del Palacio de la Paz, sede de la Corte Internacional de Justicia (CIJ), considerada el máximo órgano judicial de la ONU.
El diplomático surcoreano defendió que la vía militar no es la solución en Siria, y añadió: "La lógica militar nos ha dado un país al borde de la destrucción total (por lo que) debemos explorar todos los caminos para la negociación".
"Por qué añadir más leña al fuego", declaró Ban en su llamamiento a una solución diplomática en Siria.

Britain and the US are under pressure to delay military intervention in Syria after Ban Ki-moon, the United Nations secretary general, said more time should be allowed for inspections in Damascus.
Ban said the inspectors, who are investigating the chemical weapons attack last week, would need a total of four days to carry out their site visits and then further time to analyse their findings.
He spoke as a 90-minute meeting of the National Security Council (NSC), devoted to discussing the options for targeted attacks against Syria, broke up in London before a debate and vote in the House of Commons on Thursday on government plans to respond with force to Syria's use of chemical weapons.

President Francois Hollande has called French parliament to convene urgently on September 4 to discuss over a possible military intervention in Syria.
A statement by Elysee Presidential Palace said following meetings of council of ministers and national security council, both led by Hollande that the parliament members were asked to convene next week to be informed on French government steps regarding Syria.
Foreign Minister Laurent Fabius and Defense Minister Yves Le Drian will inform MPs and senators about French steps to be taken on Syria, the statement said.
A government statement meanwhile reiterated French President Hollande’s determination on a suitable response to chemical weapon use by Syrian regime against civilians.

La OTAN ha apuntado al régimen sirio de Bashar Asad como responsable del uso de armas químicas en el país árabe, y ha asegurado que se trata de un hecho "inaceptable" que no puede quedar sin respuesta.
"Consideramos el uso de armas químicas como una amenaza a la paz y seguridad internacional", aseguró el secretario general de la Alianza, Anders Fogh Rasmussen, tras reunirse con los embajadores de los Estados miembros.
Según Rasmussen, todo apunta a que el régimen sirio está detrás de un ataque que supone una "clara violación" de las normas internacionales.
"Condenamos en los términos más duros estos vergonzosos ataques, que causaron una gran pérdida de vidas", explicó el político danés en un comunicado, en el que subrayó el apoyo aliado a la investigación que está llevando a cabo la ONU sobre el terreno.
¿El culpable? Asad
Sin embargo, Rasmussen apuntó ya directamente a la responsabilidad del Gobierno sirio en el ataque, subrayando que es el régimen de Damasco el que "custodia los arsenales de armas químicas" y que, a priori, está detrás de los hechos.
"Información disponible de un amplio abanico de fuentes apunta al régimen sirio como responsable del uso de armas químicas en estos ataques", señaló el secretario general de la OTAN.
Rasmussen subrayó que el uso de ese tipo de armamento "es inaceptable y no puede quedar sin respuesta".
'Rendir cuentas'
"Los responsables deben rendir cuentas", insistió.
La OTAN seguirá analizando de cerca la situación en Siria y asistiendo a Turquía en la protección de la frontera sureste de la Alianza, señaló Rasmussen en referencia a las baterías de Patriot que los aliados tienen desplegadas desde hace varios meses en suelo turco.
La Alianza Atlántica ya había señalado en varias ocasiones que el uso de armamento químico en Siria suponía una línea roja dentro de un conflicto del que hasta ahora ha preferido mantenerse al margen.

ReplyDeleteThe Syrian government is demanding that the United Nations immediately investigate three alleged chemical attacks carried out by rebel groups on the outskirts of Damascus last week, Syria’s envoy to the UN said.
Ambassador Bashar Jaafari said he had requested UN Secretary General Ban Ki-moon that the team of experts currently in Damascus investigating an alleged use of chemical weapons last week also investigate these other attacks.
The attacks took place on August 22, 24 and 25 in Jobar, Sahnaya, and al-Bahariya, Bashar Jaafari told journalists Wednesday. The “militants” used toxic chemical gas against the Syrian army, the diplomat said.
"We are asking UN to incorporate 3 more locations where the Syrian soldiers inhaled the nerve gas also in the suburbs of Damascus. So the spectrum of investigation is increasing compared to the initial phase of investigation," Jaafari said.
Jaafari spoke shortly after an informal meeting of the UN Security Council, where its five permanent members discussed the UK’s proposed draft resolution. The text blames Assad’s government for an alleged chemical attack on August 21, and demands a swift response.
“There is no consensus in the Council on any draft of the resolution, whether it is British or French or American... because members of the Council do not believe the authenticity of the accusations provided by this delegation or that delegation,” the Syrian diplomat said.

ΥΠΕΞ Λουξεμβούργου: Τη Δευτέρα η έκθεση του ΟΗΕ για την επίθεση με χημικά όπλα...
ReplyDeleteΗ έκθεση των επιθεωρητών του ΟΗΕ για την επίθεση με χημικά όπλα της 21ης Αυγούστου στη Συρία ενδέχεται να δοθεί στη δημοσιότητα την Δευτέρα, δήλωσε ο υπουργός Εξωτερικών του Λουξεμβούργου Ζαν Άσελμπορν.
"Σύμφωνα με τις πληροφορίες μου, η έκθεση των επιθεωρητών θα κατατεθεί την ερχόμενη Δευτέρα", δήλωσε σήμερα ο Ασελμπορν στον ραδιοφωνικό σταθμό Deutschlandfunk.
Ο ίδιος έκανε έκκληση στις πέντε χώρες μέλη του Συμβουλίου Ασφαλείας του ΟΗΕ με δικαίωμα βέτο να καταλήξουν σε συμφωνία σχετικά με τη διαχείριση της συριακής κρίσης που εισέρχεται πλέον στον τρίτο χρόνο.
Το Λουξεμβούργο δεν είναι μόνιμο μέλος του ΣΑ του ΟΗΕ.
Η συριακή κρίση, άλλωστε, θα βρεθεί στο επίκεντρο της συνάντησης των πρεσβευτών του Αραβικού Συνδέσμου σήμερα στο Κάιρο. Ο Αραβικός Σύνδεσμος έχει χαιρετίσει την πρόταση της Ρωσίας για την επίλυση της συριακής κρίσης.
