Η Ουάσιγκτον εγκαλεί την Αγκυρα...

Νέα κρίση στις αμερικανοτουρκικές σχέσεις μετά την απόφαση του Ταγίπ Ερντογάν να μην αγοράσει αντιπυραυλικά συστήματα από αμερικανικές εταιρείες. Η κυβέρνηση των Ηνωμένων Πολιτειών ανακοίνωσε χθες ότι εξέφρασε σοβαρή ανησυχία στην Αγκυρα για την απόφασή της να προχωρήσει στην συμπαραγωγή ενός συστήματος αντιαεροπορικής και αντιπυραυλικής άμυνας μεγάλου βεληνεκούς με μια κινεζική εταιρεία στην οποία έχουν επιβληθεί κυρώσεις από την Αμερική.

Η Τουρκία, χώρα μέλος του ΝΑΤΟ, ανακοίνωσε αυτήν την εβδομάδα ότι επέλεξε το αντιπυραυλικό αμυντικό σύστημα FD-2000 της κινεζικής εταιρείας China Precision Machinery Import and Export Corp (CPMIEC), έναντι των ανταγωνιστικών συστημάτων ρωσικών, αμερικανικών και ευρωπαϊκών εταιρειών.



Στην CPMIEC έχουν επιβληθεί κυρώσεις από τις ΗΠΑ για παραβίαση της απαγόρευσης μεταφοράς στρατιωτικού εξοπλισμού, τεχνολογίας και υπηρεσιών προς το Ιράν, τη Βόρεια Κορέα και τη Συρία (INKSNA).

“Εκφράσαμε τις σοβαρές μας ανησυχίες για τις συνομιλίες της τουρκικής κυβέρνησης για μια σύμβαση με μια εταιρεία, στην οποία έχουν επιβληθεί αμερικανικές κυρώσεις, για ένα αντιπυραυλικό αμυντικό σύστημα, το οποίο δεν θα είναι διαλειτουργικό με τα συστήματα του ΝΑΤΟ ή με τις συλλογικές δυνατότητες αμυντικών επιχειρήσεων”, δήλωσε η εκπρόσωπος του αμερικανικού υπουργείου Εξωτερικών. Πρόσθεσε οτι “οι συνομιλίες μας πάνω σε αυτό το θέμα θα συνεχιστούν”, πρόσθεσε η ίδια.

Ορισμένοι δυτικοί αναλυτές σε θέματα άμυνας δήλωσαν ότι τους προκάλεσε έκπληξη η απόφαση αυτή της Τουρκίας, καθώς ανέμεναν ότι το συμβόλαιο αυτό θα έπαιρνε η Raytheon Co, μια αμερικανική εταιρεία, η οποία κατασκευάζει τις συστοιχίες πυραύλων Patriot, ή η γαλλο-ιταλική Eurosam SAMP/T.

  • Οι ΗΠΑ, η Γερμανία και η Ολλανδία απέστειλαν καθεμία δύο συστοιχίες Patriot καθώς και έως και 400 στρατιώτες για τον χειρισμό τους στην νοτιοανατολική Τουρκία νωρίτερα φέτος αφού η Άγκυρα ζήτησε βοήθεια από το ΝΑΤΟ για την αντιμετώπιση μιας πιθανής πυραυλικής επίθεσης από την Συρία.

    The main opposition Republican People’s Party (CHP) has criticized the government over its decision to select a Chinese firm for the construction of the country’s first long-range air defense system, noting the deal with distance Ankara from NATO.

    “The United States especially and our NATO allies are showing their reactions. The Chinese firm is under U.S. sanctions and Turkey is a member of NATO. Turkey-EU relations have come to the brink of rupture under this government and by this agreement, the same will happen with NATO as well,” deputy leader Faruk Loğoğlu told reporters in Ankara on Sept. 30.

    Turkey announced last week that it had chosen the FD-2000 missile defense system from China Precision Machinery Import and Export Corp. (CPMIEC) over rival systems from Russian, U.S. and European firms.
    CPMIEC is under U.S. sanctions for violations of the Iran, North Korea and Syria Nonproliferation Act. The U.S. said Sept. 28 that it had expressed serious concerns to Turkey over its decision.

    Another deputy leader of the CHP, Erdoğan Toprak, echoed Loğoğlu’s comments. “The Justice and Development Party’s [AKP] purchase of missiles from China is quite meaningful. The AKP is trying to suspend ties with NATO just like it did with the EU. This is an act of incompetence if it is doing so because of U.S.-Iran rapprochement,” Toprak said in a written statement.

  2. Turkey’s China deal on missile system not finalized, says President Gül...

    Turkey’s deal with China over the construction of a long-range air and anti-missile system is not the final decision, President Abdullah Gül said yesterday.

    That purchase is not definite. There is a shortlist, and China is at the top of it. We should look at the conditions, but there is no doubt that Turkey is primarily in NATO. These are multi-dimensional issues, there are technical and economic dimensions and on the other hand there is an alliance dimension. These are being evaluated. Turkey needs a defense system,” Gül said while onboard a plane that was en route to Turkey.

    Earlier, the United States said on Sept. 28 that it had expressed serious concerns to Turkey over its decision to co-produce a long-range air and missile defense system with a Chinese firm under U.S. sanctions, Reuters reported yesterday.

    Turkey, a member of the NATO military alliance, announced on Sept. 26 that that it had chosen the FD-2000 missile defense system from China Precision Machinery Import and Export Corp, or CPMIEC, over rival systems from Russian, U.S. and European firms.

    CPMIEC is under U.S. sanctions for violations of the Iran, North Korea and Syria Nonproliferation Act.

    “We have conveyed our serious concerns about the Turkish government’s contract discussions with a U.S.-sanctioned company for a missile defense system that will not be inter-operable with NATO systems or collective defense capabilities,” a State Department spokeswoman said on Sept. 28.

    “Our discussions on this issue will continue.,” she said.

    Some Western defense analysts have said they were surprised by Turkey’s decision, having expected the contract to go to Raytheon Co, a U.S. company that builds the Patriot missile, or the Franco/Italian Eurosam SAMP/T.

      Η τουρκική απόφαση συμπαραγωγής του κινεζικού συστήματος αντιαεροπορικής/ αντιπυραυλικής άμυνας FD-2000 δεν είναι τελική και βρίσκεται ακόμα υπό εξέταση, δήλωσε ο τούρκος πρόεδρος, Αμπντουλάχ Γκιουλ.

      Όπως δήλωσε ο κ. Γκιουλ στην Hürriyet Daily News. «Υπάρχει μια βραχέα λίστα και η Κίνα βρίσκεται στην κορυφή της λίστας αυτής. Θα πρέπει να εξετάσουμε τους όρους, όμως δεν υπάρχει αμφιβολία ότι πρωταρχικά η Τουρκία ανήκει στο ΝΑΤΟ».

    2. Turkey 'highly likely' to sign missile deal with Chinese company in six months: Defense official...

      Turkey is highly likely to sign a deal to co-produce its first long-range anti-missile system with a Chinese firm in six months, a senior defense ministry official has said, dismissing concerns from NATO and the prospect of U.S. sanctions for the company.

      “Almost all the production of the missiles would take place in Turkey,” Undersecretary of Defense Industries of Turkey Murad Bayar told reporters on Oct 3.

      The U.S. sanctions on China Precision Machinery Import and Export Corp (CPMIEC) “does not legally affect” Turkey, Bayar said.

      Addressing another possible concern of the U.S. regarding the leaking of technological know-how to a third country, China in this case, Bayar said: “Turkey is a country which entirely complies with international commitments, therefore never shares technology or products acquired from a third country and produced in Turkey given final user license.”

      Turkey has been carrying out projects with more than one country, and necessary measures were taken to protect this information, he noted.

      Bayar stressed that Turkey had no concerns regarding the Chinese system being inter-operable with the Turkish air defense system, but also supported any joint operation with NATO.

      The Turkish defense industry would produce its own “integration server” to connect the anti-missile system to its domestic air defense system, so that there would be no exchange of operational data with the Chinese company, he said.

      “This is entirely compatible with NATO standards,” Bayar added.

      Moreover, the “communication system” would also be domestically produced, Bayar said, referring to whether the system was needed for any joint Turkey-NATO operation abroad.

      “There is no obligation to buy the system from NATO member countries,” Bayar stated.

      He recalled that new NATO member eastern-bloc countries were still using earlier eastern-bloc defense systems.

  3. US ally Turkey defends choice of Chinese missiles...

    Turkey on Wednesday defended its decision to acquire its first long-range anti-missile system from China, in spite of protests from its ally Washington.

    "The Chinese gave us the best price," Defense Minister Ismet Yılmaz told Vatan newspaper, explaining that the system's Chinese manufacturer had agreed to a co-production deal with Turkey.

    China Precision Machinery Export-Import Corp (CPMIEC) beat out competition from a US partnership of Raytheon and Lockheed Martin, Russia's Rosoboronexport, and the Italian-French consortium Eurosamrs in the tender, worth a reported $4 billion (3 million euro).

    The United States has reacted with alarm to news that Ankara has chosen the Chinese firm, slapped with US sanctions for delivering arms to Iran and Syria, to build the air defence and anti-missile system.

    "We had asked for joint production and a technology transfer," the Turkish minister said. "If other countries cannot guarantee us that, then we will turn to ones that can." NATO member Turkey is a key regional ally to the United States, and currently has US-built Patriot missile systems deployed on its border to deter incoming attacks from Syria.

    NATO has also raised concerns over possible compatibility issues between the Chinese-made system and others used within the alliance.

    Yılmaz dismissed its concerns, saying: "There is no problem on that front."

    Chinese firm CPMIEC won on September 26 the tender of a project for Turkey's long-range air and missile defense systems

    SHANGHAI (AA) - The missile deal with China should proceed despite all obstacles, the chairman of the Turkish-Chinese Industrialists' and Businessmen's Association said on Monday.

    Murat Sungurlu said while participating in the Turkuaz Turkish Culture and Foods Festival in Shanghai that relations between Turkey and China would strengthen following China's winning bid on Turkey's long-range missiles and missile defense systems.

    He stressed that Turkey would not only export the missiles from China, but also their technology would be transferred.

    Chinese firm CPMIEC won on September 26 the tender of a project for Turkey's long-range air and missile defense systems.

    Meanwhile, the defense industry's executive committee covened to discuss on similar issues under the chair of Turkish Prime Minister Recep Tayyip Erdogan. A written statement said contract negotiations have started between Turkey and CPMIEC.

  5. NATO expresses concern about Turkey's Chinese missile deal...

    The head of NATO expressed concern Oct.7 over Turkey's decision to co-produce a missile defense system with a Chinese firm, saying he expected Ankara to choose a system that was compatible with those of other allies.

    Turkey has said it is likely to sign a $3.4 billion missile defense deal with a Chinese firm that is subject to U.S. sanctions, although its decision is not yet final.

    The United States has expressed serious concerns to Turkey, saying the Chinese missile defense system would not work with NATO systems.

    NATO Secretary-General Anders Fogh Rasmussen said choosing a defense system was a national decision.

    "What is important for us is that the system acquired by the individual country ... must be able to work and operate with the systems in other countries. I expect that Turkey will also comply with that," the former Danish prime minister told Reuters, speaking in Danish.

    "I of course expect that each allied nation makes sure of this. It comes with being a NATO member," Rasmussen said, speaking on the sidelines of a conference in Copenhagen.

    The United States is continuing to work with the Turkish government on the issue of a controversial recent missile deal with China, U.S. Secretary of Defense Chuck Hagel has said, noting that every country has its own process of decision-making.

    Hagel was attending an event at the Turkish Embassy to Washington when he was asked about Turkey’s decision to opt for a Chinese bidder in a missile defense system tender. “Turkey is a close friend and ally to the U.S., a strong member of NATO, and we will continue working together within the framework of mutual security interests. Each country has its own decision-making process, and we care deeply about Turkey as a friend, partner, ally and, most of all, as a NATO ally,” Hagel said.
