Ο υπουργός Αμυνας της Τουρκίας ανακοίνωσε χθες την απόφαση ανάθεσης του συμβολαίου στην China Precision Machinery Import and Export Corp (CPMIEC).
Τον Φεβρουάριο, οι Ηνωμένες Πολιτείες ανακοίνωσαν την επιβολή κυρώσεων εναντίον της CPMIEC για παραβίαση της απαγόρευσης μεταφοράς στρατιωτικού εξοπλισμού, τεχνολογίας και υπηρεσιών προς το Ιράν, τη Βόρεια Κορέα και τη Συρία (INKSNA).
Η Τουρκία δεν διαθέτει δικό της αντιπυραυλικό σύστημα μεγάλου βεληνεκούς. Στοιχεία του αμερικανικού αντιαεροπορικού και αντιπυραυλικού συστήματος Patriot έχουν αναπτυχθεί στην Τουρκία από το 2012.
Το κινεζικό σύστημα FD-2000 επελέγη έναντι του συστήματος Patriot, του ρωσικού S-400 και του γαλλο-ιταλικού Eurosam Samp-T.
Η εταιρεία Raytheon Co, κατασκευάστρια του συστήματος Patriot ανακοίνωσε ότι ενημερώθηκε για την απόφαση της Αγκυρας και ελπίζει να έχει σύντομα πληροφόρηση για το θέμα, διευκρινίζοντας ότι υπάρχουν 200 μονάδες Patriot ανεπτυγμένες σε 12 χώρες, ανάμεσά τους και η Τουρκία.
«Το NATO υποστηρίζει το σύστημα αυτό, έχοντας αναπτύξει Patriots σε πέντε συμμαχικές χώρες και, το 2012, προσφέροντας την ανάπτυξη Patriot στην Τουρκία κατόπιν αιτήματός της. Δεδομένων των ισχυρών αυτών επιδόσεων, ελπίζουμε ότι θα έχουμε την ευκαιρία να ενημερωθούμε περισσότερο για την απόφαση αυτή», δήλωσε ο εκπρόσωπος της Raytheon Co.

ReplyDeleteDie Türkei hat einen milliardenschweren Rüstungsauftrag an China vergeben. Das chinesische Unternehmen CPMIEC wird an die türkische Armee Luftabwehrraketen großer Reichweite liefern, wie die Zeitung Hurriyet Daily News berichtet.
Um den Großauftrag von vier Milliarden US-Dollar hatten sich auch das US-Konsortium Raytheon & Lockheed Martin, der französisch-italienische Konzern EuroSAM und der russische Waffenexporteur Rosoboronexport beworben. Russland trat mit seinem bewährten Fla-Raketensystem S-300 an. Die Türkei zeigte Kaufinteresse an der Weiterentwicklung S-400, die Rosoboronexport jedoch nicht verkaufen wollte.
Die USA verhängten im Februar gegen CPMIEC Sanktionen, so Hurriyet Daily News weiter. Washington wirft dem chinesischen Unternehmen vor, Waffen an den Iran, Syrien und Nordkorea zu liefern.

Turkey may be forced to ‘standalone’ air defenses...
ReplyDeleteA Turkish decision to select a Chinese contender for the construction of the country’s first long-range air defense system may force Turkey into ending up with a “standalone” system with little or no integration with NATO assets like radars, official and industry sources have said.
“NATO members should be able to take action to prevent the integration of the Chinese system into any NATO asset deployed for Turkey’s protection from enemy missiles and aerial assets,” a NATO defense attaché in Ankara said.
A second defense official from a NATO member country confirmed this. “NATO would be extremely unwilling to cooperate for the integration of a system built on Chinese technology with any NATO asset,” he said.
Another defense expert said that for Turkey’s Western allies it was “technically possible to fully isolate that [Chinese] system.” That would force Turkey into the possession of a serious air and anti-missile defense architecture with the features of a “standalone” system, analysts said.
“It is difficult to understand how the Turks expect to build a solid air defense system that will most likely be deprived of NATO’s aiding assets,” a London-based analyst said.
Defense Minister İsmet Yılmaz announced after a top defense industry meeting Sept. 26 that a contract for the construction of long-range air and anti-missile system had been awarded to China Precision Machinery Export-Import Corporation (CPMIEC).
The Chinese contender defeated a U.S. partnership of Raytheon and Lockheed Martin, which was offering the Patriot air defense system, Russia’s Rosoboronexport, which was offering the S-300, and the Italian-French consortium Eurosam, which is the maker of the SAMP/T Aster 30.
The initial estimated contract price was $4 billion, but the Chinese offer stood at anywhere between $3 billion to $3.5 billion, although officials did not confirm any figure.
Turkey presently has no long-range air-defense systems. The $4 billion program, dubbed the T-LORAMIDS, is being designed to counter both enemy aircraft and missiles.
A Washington-based defense analyst said this was a strategic move for China on two counts. “Firstly, it shows that China is moving up the defense exports food chain from low-end systems to smaller countries, cracking the ranks of first world defense customers like Turkey. Second, no doubt Beijing made this a strategic priority to gain insights into U.S. air and missile defenses. US concerned about Turkey's choice of Chinese missile system...
ReplyDeleteWASHINGTON - The United States said on Saturday it had expressed serious concerns to Turkey over its decision to co-produce a long-range air and missile defense system with a Chinese firm under US sanctions.
Turkey, a member of the NATO military alliance, announced this week that it had chosen the FD-2000 missile defense system from China Precision Machinery Import and Export Corp, or CPMIEC, over rival systems from Russian, US and European firms.
CPMIEC is under US sanctions for violations of the Iran, North Korea and Syria Nonproliferation Act.
"We have conveyed our serious concerns about the Turkish government's contract discussions with a US-sanctioned company for a missile defense system that will not be inter-operable with NATO systems or collective defense capabilities," a State Department spokeswoman said.
"Our discussions on this issue will continue."
Some Western defense analysts have said they were surprised by Turkey's decision, having expected the contract to go to Raytheon Co, a US company that builds the Patriot missile, or the Franco/Italian Eurosam SAMP/T.
